Community Solar Subscriber Assignability Overview
SolarGator Overview
SolarGator is a digital enrollment platform that connects consumers to community solar through affiliate networks — capturing customer intent, utility data, and legally compliant authorization at the moment of enrollment. Every customer that enters the SolarGator funnel grants SolarGator a 120-day agency window to find them the right community solar program and complete their assignment to a developer. This document explains the lead source, enrollment process, and state-by-state legal basis for that assignability.
Lead Source & Enrollment Flow
SolarGator reaches high-intent customers through leading digital savings and rewards platforms, including Capital One Shopping, Rakuten, and Honey. These platforms display SolarGator to users who have the browser extension installed at key moments of intent: when a customer views their utility bill online, researches community solar, lands on a competitor's energy site, or selects a retail energy offer in a state where community solar is also available. Customers are motivated to enroll because the affiliate network delivers rewards dollars once they are successfully assigned to a developer — aligning the customer's financial incentive with the completion of a valid community solar subscription. SolarGator's funnel is designed for maximum simplicity: customers complete enrollment in three short steps, and SolarGator's AI handles the utility data extraction and compliance documentation automatically.

Enrollment Process
Customer provides name, email address, and ZIP code. SolarGator verifies the customer's utility territory and eligibility for community solar in their state.
Customer uploads their utility bill or shares their utility portal credentials. SolarGator's AI extracts all the necessary information to enroll in community solar, including their consumption history, automatically.
A manual data entry path exists but is not recommended.
Customer digitally affirms: (a) understanding of community solar participation, (b) grant of 120-day agency or LPoA to SolarGator to find and assign them to a program, and (c) acceptance of Terms & Conditions — which include all state-mandated disclosure forms with project info shown as TBD.
SolarGator assigns the customer to a developer or their chosen subscriber manager. Final T&Cs with project details filled in are sent to the customer. The signature block reads: "Signed by SolarGator based on agency given by customer on [date]."
Final Subscription Agreement — Signature Block
"Signed by SolarGator based on agency given by customer on [enrollment date]"
Project name, capacity, and bill credit rate filled in at time of assignment. All state-mandated disclosure language included with no blanks.
At the point of assignment, SolarGator delivers a completed subscription agreement to the developer and, where required by state rules, to the utility. The customer has already consented to community solar participation at enrollment — SolarGator acts under that granted agency to execute the final agreement on their behalf. You receive a customer who has already consented, with all disclosure forms documented and state compliance captured.
State-by-State Regulatory Analysis
New Jersey
NJ
Digital AffirmationAuthorization Mechanism
New Jersey community solar rules permit enrollment via digital checkbox affirmation under N.J.A.C. 14:8-9.10(b)(1)(i). No separate POA instrument or notarization is required. Electronic consent satisfies the Uniform Electronic Transactions Act (N.J.S.A. 12A:12-1 et seq.) and the NJBPU-approved subscriber disclosure form process.
Customer Enrollment Steps
Customer checks an affirmation box confirming they understand community solar participation, consent to program enrollment, and authorize SolarGator as their agent for 120 days to complete assignment. State-mandated Subscriber Disclosure Form is presented in T&Cs with project fields marked TBD.
SolarGator Compliance Note
SolarGator is registered as a Subscriber Organization with the NJBPU. Found here.
Maryland
MD
Limited Power of AttorneyAuthorization Mechanism
Maryland requires a Limited Power of Attorney (LPoA) for community solar enrollment and utility data access under the Maryland Community Solar Permanent Program (PSC-standardized form). The LPoA authorizes SolarGator to access 12 months of consumption history and act as subscriber organization representative.
LPoA Key Parameters
Valid for 90 days from customer signature. LPoA captures: customer name, address, email, phone, 20-digit utility account number, Subscriber Organization ID, and authorization period. Notarization is optional (not mandated) but recommended for audit records. Maryland RON law (effective Oct 1, 2020) permits remote electronic notarization via secure video if desired.
Important Timing Note
The LPoA window is 90 days; SolarGator's agency window is 120 days. A re-authorization prompt is sent at day 75 for any MD customer not yet assigned.
